SUPERVISORY CONTROLS:
Receives general supervision from the Director of Administrative Services. Supervisor sets the overall objectives and employee and supervisor, in consultation, develop the deadlines, projects, and work to be done; employee is responsible for planning and carrying out the assignment; and work is reviewed only from an overall standpoint.
RESPONSIBILITIES AND DUTIES:
1. Oversee accounts payable and receivable functions, including data entry of information from invoices or purchase orders to accounting software and the processing and distribution of checks.
2. Ensure accounts payable check numbers and/or charge outs are entered to General Ledger.
3. Charge out requisitions with year-to-date budget information for various programs.
4. Check to ensure that requisitions match up correctly with purchase orders and invoices.
5. Oversee general ledger functions, including reconciling accounts payable, accounts receivable and payroll to the general ledger. Maintain charge out and month end entries for the general ledger. Produce the first draft of Monthly Financial Statements to the Director of Administrative Services for review.
6. Oversee the processing of tax withholding reports and the preparation of federal and state tax deposits. Also produce and submit monthly retirement, workers compensation, unemployment and cafeteria plan reports.
7. Obtain and furnish employment statistics to the U.S. Department of Labor.
8. Print worker’s comp report from payroll program and prepares quarterly premium reports.
9. Prepare SARPC employee sick and annual leave reports.
10. Assist with the preparation of transportation, revolving loan funds, Quarterly Tittle III and monthly aging reports.
11. Perform bank reconciliations with the exception of the General Fund.
12. Assist auditors/examiners by providing documents needed for review.
13. Assist Director of Administrative Services in all aspects of year-end closeout.
14. Assist Director of Administrative Services with all aspects of annual budget.
15. Ensure bank deposits are made in a timely manner.
16. Produces required year end W-2s as well as any required Affordable Care Act (ACA) reporting.
17. Other duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
1. Excellent communication skills, both orally and written.
2. Excellent organizational and time management skills, and attention to detail.
3. Knowledge and ability to operate office equipment including telephone, copy machine, fax machine, computer, and calculator.
4. Accounting knowledge, including familiarity with accounting software.
5. Ability to read and interpret guidelines and regulations and apply them to the job.
6. Bachelor’s Degree from an accredited four-year college or university in Business Administration, Economics, Accounting, or a related field with a minimum of two (2) year of related work experience.
PREFERRED QUALIFICATIONS:
1. Five (5) or more years of related accounting or fiscal management experience
2. Experience with Grants Management Systems (GMS) accounting software
3. Prior accounting experience in a nonprofit or government setting
WORK CONDITIONS:
The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
SUPERVISORY RESPONSIBILITIES:
None
